My report shows the Northbound pilot was 70% to blame, Donald trump 30% to blame.
Trump defeated the deep state last year thus ending the weather modification that created an artificial drought in California in order to expedite green policies years earlier then expected thus giving the earth a better chance of survival. The resulting cloud street and atmospheric river remnants distracted the northbound pilot (spaced out) who did not see the incoming student.
The tides were near low tide at the time of the accident so he had a large bail out LZ available.

Two members of my 80s band made it through the Stargate and wrote an instrumental titled "Spaced out".

One last note: Until Ushpa sees the coroners report, two possibilities cannot be ruled out.
1) The on looker who climbed down the cliff to tie off the 2 pilots may have injected them with a lethal substance.
2) On impact one pilot may have been fatally injured, killed the other pilot with his bare hands and then succumbed to his injuries.
Please pay attention when thermalling in crowds and do not space out on the unusual clouds unless it is safe to do so.

The Torrey web site states that paragliding requires a P3 with 50 hours of flight time.
A P3 rating requires only 20 hours. So the Torrey "requirement" is 2 and a half times higher than the requirement for a new P3. In fact, the Torrey requirement of 50 hours is closer to the 75 hour P4 requirement than to the 20 hour P3 requirement.
According to unofficial reports (there have been no official reports from USHPA despite many requests), the pilots both got their ratings (P3 and P1) in February 2019. They were dead on March 9th, 2019. It is highly likely that neither had the supposedly required P3 rating with 50 hours of flight time.
The relationship between pilot ratings and site ratings is clear. Pilots without the site rating are officially considered to lack the skills to fly safely at the site under conditions commonly present at that site. Those conditions include terrain, weather, and traffic.
So the Torrey concession is selling access to a site to pilots who explicitly do not have the skills required to fly safely at that site. Period.
You can't put human beings in a position where they are in over their heads (in skill, experience, and judgement), and then blame them when they don't meet the standards that you already knew they didn't meet. This is exactly what happened in the Shannon Hamby case (also at Torrey) that contributed to USHPA's uninsurability.
Please reconsider your assessment of blame Doug. You're normally spot on in your assessments, so this one oversight is certainly an anomaly. Thanks.
