That sounds like a great technique to create interesting facades to cover the Simpson saddles (especially the ones holding up the main beams), amongst other things. Having managed hundreds of construction projects, I would really hesitate to implement this before the gazebo is finished or very close to being finished. Especially the retroactive refund part. The tendency of costs is to drift up.
