In my opinion drogue chutes don't change your speed. They only decrease your glide. The less the air speed the less of an effect they have.

What struck me is how the pilot got higher than launch since there is no soaring. Unless perhaps the pilot arrived with altitude. I do remember a pilot flying over the Sierras east to west about a decade ago.
