Maybe it’s good: SHGA is hitting Rock Bottom, and like the alcoholic or drug addict, the club needs this in order to admit it has Big Problems and start to save itself. No one else will.
We can hope. I prefer to see things this way from personal experience, as well as the alternative being too depressing.

Some of the problem is statistical noise. I won't venture to guess how much, though. The number of fatalities is low enough in hang gliding that it would be expected for there to be these kinds of clusters. Statistics only works because of something called "The law of large numbers". Clearly, the raw number of fatalities in hang gliding is not a large number. It might be large in percentage terms or not, but it raw numbers it is very small. Therefore, if the average number of deaths was 5 a year (probably too many now) then it would be expected to vary a lot year by year. If it was 500 it would vary less. If it was 5000, still less, etc. Statistics 101.
However, it is always dangerous to ignore this stuff, because sometimes there IS some kind of cause or causes that should be looked at. But it is also wrong to panic, as clusters like these are to be expected. (Sadly, to be sure.)
And it never hurts to see if you can improve your own safety and that of your friends anyway, yes?
