A couple of pilots have voiced an interest in becoming USHPA Observers.
It is once again time for renewal of appointments and to make new
appointments. I have sent an email to all Examiners on my list. If
you are one of the pilots that would like to become an observer for the 2009 season, contact me and I will co-ordinate with the Examiner in
your area. This needs to be done by the 23rd of Jan. For more info
go to the USHPA.aero web site and look up the qualifications. If you

Although I am not currently interested in being an Observer, I note that it seems to be quite difficult to find the qualifications required in order to become one. This could be confusing to those who are interested.
There are two relevant web pages on the USHPA website. They are:

Although there is conversation about Observers being appointed by Examiners and there is conversation about the duties of Observers, I find it difficult to discern the qualifications required in order to become appointed as an Observer. The only statement I could find is the following:
"Observers must be USHPA Pilot or Rogallo Members with an Intermediate or higher rating in their craft."
Reading further, I also note that an Observer can only grant a rating as high as his current rating. That would imply that there is a qualification of being at least advanced rated in order to grant an advanced rating.
Am I missing something, or is this the extent of the required Observer qualifications?

You have the essence of it. Observers must have a working knowledge of the Pilot Proficiency Program, be able to judge the applicants flight
throughout the prescribed manuvers, administer the test(s) and have the
ability to convince the Examiner you are qualified and willing to help.
This will involve some sacrafice of time to help pilots along, but is in itself
a very rewarding endeavour.

The rest of your paragraph, with a little "word-smithing", would go a long way toward clarifying what it really takes to become an observer if included in the USHPA official documentation.
