Yea, I ain't buying it. I don't believe there is any force on earth that could prevent a simple, economical solution to energy like this from being developed and sold. No matter who you think would be trying to prevent this from happening, the incentive is far more than what's needed to make it happen IF IT WORKED.
Big oil, or the U.S. government, or GM ain't gonna stop the Chicoms, North Korea the Europeans or any number of well funded private parties from exploiting such a thing. Many nations are punished far more than us by their dependence on foreign oil. We can't even prevent broken third world countries from making nuclear weapons, no matter how much we try, we certainly couldn't stop them from doing this when they need it far more than us.
It simply isn't workable yet, and I suspect one main problem is the economics of the electricity needed. Solar and wind are both far more expensive than coal, and even coal power would not produce Hydrogen through electrolysis efficiently enough to compete with gasoline. I would guess that the electrolysis system shown here produces less than half the chemical energy that it consumes in electricity producing the hydrogen.
The give away is when he says: "If you are using solar or wind it doesn't cost you anything so who cares how much it takes." Solar and wind both cost plenty. Even with subsidies the return on investment for either is around 20 years which is usually longer than the life of the systems.
Anyway, that's my opinion, but I'm not an engineer. I'm hardly even a hang glider pilot.

There are lots of ICE (internal combustion engines) hydrogen cars. The magic that Lazar claims is the storage. A metal hydride is a storage technique, however I don't know of one that would require particle acceleration to make.
I doubt that a guy who was arrested for felony pandering was working at the same time at area 51. I doubt a guy with multiple degrees from CalTech and MIT would also enroll in entry level electronics classes at Pierce college in the valley.

When I was in high school, my friend's father invested in the company of his friend who claimed to have developed a perpetual motion automobile motor, based on static electricity. The father fanatically supported the validity of the concept; so did many others. Even though my friend knew perpetual motion was a myth, he conformed to his father's belief and spent most of his savings for stock.

The interesting aspect of this story is SHGA Member Megan worked as a technical advisor for the History Channel's Ufo Hunters which did a story on Bob Lazar's claims he worked on reverse engineering UFOS out at area 51 and that the power source was element 115.

Did you ever notice that the aliens are not real discriminating about who they probe. They have their choice out of billions and they don't go premium. I can't believe the board is so stubborn they will not include a particle accelerator in the gazebo. I even offered to operate the slide rule and abacus that would run the thing. Do we honestly think that a roof is more important than creating our own element 115. We need to get our priorities straight.
