If a native plant cannot match that growth rate then we loose our audio and visual annoyance shield for our West neighbors. Should fully grown plants be installed? Two years is a long time. The neighbor provided a small tree, like the one in his back yard. Maybe we can put the plants 2 deep, Native and non-native, so we have a choice later after they grow in.
