Those without a license should not talk on it and there should be a warning sign as such on the radio. If unlicensed people were to talk on it, they will be "discouraged" from doing so again.
If it comes to it, and I seriously doubt that it will, we can always lock out the transmitter. After all, installing the radio was originally about those on the ground hearing what is going on in the air. It is not a crime to listen.

I prefer an oddly redundant warning like this "Warning: Illegal use of this Device is Illegal."
Makes both the illegal use of the device known, yet also displays how absurd the rule is.

Dogs - Any dog on SHGA property must be kept on a leash, in the presence of its owner, and under control. Any dog that creates an annoyance, in the judgement of the board, may be excluded from the property.
I've never seen a dog bite anyone, but apparently it happened. Yet, our dogs seem to have it pretty good in the LZ, freely running around. Chad's video of the dogs knocking down the cones show how harsh the dog rules are. Yet we have a rule.

Illegal Use
It is my understanding that transmitting on a Ham radio by an unlicensed operator is NOT always illegal!
I believe if it is an emergency it is legal for anyone to transmit on the radio.

I would hope without DQ mentioning the FCC rule, most would understand that the help of assisting a pilot, hiker, etc, would be of speed and importance.
I believe DQ had also mentioned that it would be a good idea, if people who had never worked with a radio, could take the time and see how it functions.
This should probably be mentioned.

Also i'm going to need some analogous interpretations of this from the first appeal level or higher to interpret the reg.
I could put the entire opinion in a package, and seal it with my 10milliondollar insurance (meaning if i'm wrong you get paid)... all for a cool 50k out the door for that document.
